Mr Leon Chang,
Director,
Monetary Authority of Singapore


Leon joined MAS in 2000 and is currently a Director in Specialist Risk Supervision Department (SRD). SRD provides specialised risk expertise such as financial and operational risk management necessary for MAS' supervisory and regulatory functions. The department also oversees the payment infrastructure.

Specifically, Leon oversees the supervision of financial institutions’ BCM efforts across the financial sector and the assessment of systemic and system-wide risks. In June 2003, SRD was responsible for the issuance of the MAS’ Business Continuity Management guidelines which contains sound principles that serve as standards that institutions in Singapore including that of MAS are encouraged to adopt.

Prior to joining MAS, he had spent 15 years in investment banking across Asia Pacific at various senior management positions primarily focused on risk management, information technology, strategic planning, consulting and business process re-engineering.

Leon holds a Bachelor’s Degree in Economics and Accounting from Sydney University, a Graduate Diploma in Business Computing and a Masters in Applied Finance from Macquarie University, in Australia.

Mr. Goble is a senior IBM executive with 25 years of IT/business experience in multiple industries. He’s held numerous challenging leadership positions as both provider and purchaser of the IT services, providing a well-rounded and often unique perspective.

He is currently the Worldwide Vice President Infrastructure Services for Integrated Technology Services group within IBM Global Services managing infrastructure and resiliency related services worldwide. The resiliency focus, initiated as a result of the 9/11 disaster, is focused on developing/delivering creative new infrastructure solutions. These solutions leverage existing and emerging technology to not only help clients better protect their IT assets but also better leverage infrastructures as a competitive differentiator. Mr. Goble assumed this position in October 2001.

Gregg joined IBM in 1993 and has held various executive leadership positions. He’s managed several multi-billion dollar cross-platform outsourcing contracts, run distributed computing mega-centers, and occasionally been tapped to head key strategic initiatives for the services organization.

Prior to joining IBM, Mr. Goble worked for the commercial and military aircraft manufacturer, McDonnell Douglas. During his tenure with McDonnell Douglas he headed Application Development and Support for the military aircraft company and also served a term as the CIO for the MD-12 commercial airliner design program.


Dr Moh Heng Goh,

Dr Goh Moh Heng is the Executive Director for Disaster Recovery Institute (DRI) Asia, the Asian representation for DRI International. In 1997, Moh Heng was responsible for bringing in the DRII’s Certified Business Continuity Professional (CBCP) certification to Asia. Currently, Moh Heng is also the Director of GMH Continuity Architects, specializing in business continuity management, disaster recovery planning, contingency planning and crisis management, mainly for organizations operating in the Asia Pacific region.

Prior to establishing DRI Asia and GMH Continuity Architects, Moh Heng held senior positions with a number of large organizations. During his career with the Government of Singapore Investment Corporation, he was responsible for all aspects of its business continuity and contingency planning. At Standard Chartered Bank, he saw to the global implementation of its business continuity management and planning. He also managed the business continuity practice at Price Waterhouse (Coopers).

Moh Heng holds a doctorate from the University of South Australia. His thesis explored the development of action learning as a contributing tool for business continuity. He also holds a Master of Business in Information Technology, a B.Sc. in Computer Science. Moh Heng attended International Management Program at INSEAD Euro-Asia Centre, Fontainebleau, France. Moh Heng is currently an Adjunct Visiting Fellow to the Graduate College of Management, Southern Cross University, Australia, a Certified Business Continuity Professional (CBCP), US. He regularly gives presentations on business continuity planning and crisis management at technical and business forums globally.

Mr. C Kajwadkar is an Engineering graduate with post graduate qualifications in Management studies. He has experience of over 27 years, all along in the IT industry in India. He started his career with IBM in 1977. Later, he spent over 19 years with a leading System Integrated company in India M/s. CMC Ltd. and has been working with National Stock Exchange of India Ltd. (NSE) and NSE.IT (IT arm of NSE) for the past 8 years. At NSE, his responsibilities included management of complete IT infrastructure, data center operations, country wide VSAT telecom network etc.

The implementation of a comprehensive Business Continuity Plan (BCP) for NSE was also handled by him.

He has been certified as CBCP (Certified Business Continuity Professional) by Disaster Recovery Institute International, USA (DRII - USA) and has also been awarded MBCI (Member Business Continuity Institute) by Business Continuity Institute, UK (BCI - UK).

He is among very few professionals in India who hold both these qualifications.


Mr Guan Seng Khoo,

GS Khoo is a senior management professional with 20 years of experience in all aspects of data-mining research, pre-sales and project management, encompassing financial risk management (market, credit, operational and enterprise risks), trading and investment analytics, customer-relationship management (CRM) analytics, artificial intelligence (AI), mobile financial applications and molecular simulations. At present, he is the Group Chief Risk Officer (Gp CRO) of RHB Capital Ltd and is responsible for designing & implementing an Enterprise-wide Risk Management (EWRM) system that cuts across all the subsidiaries with different business focus, underpinned by a risk-based performance management framework in order to enhance the shareholder value at RHB Capital. Concurrently, he is the Regional Director for PRMIA (Professional Risk Managers’ International Association) in Thailand and also, the Chief Representative for the US-based Academy for Business & Financial Services, the authorized ABA (American Bankers Association) certification body for the ABA training programs in the Asia-Pacific.

Prior to his current role, he was the Head of Research & Pre-Sales at Asia Consulting, a boutique risk management consultancy firm, providing Basel II implementation and risk management solutions to banks in the Asia-Pacific region including HSBC, Maybank, Minsheng Bank, ICBC, OUB, PT Bank Lippo, PT Bank Buana, EXIM Bank, Ministry of Finance and the Bank of Thailand. Before that, he was on the Management Committee of American Bourses Corporation, spun off from Man Group plc., the world’s largest alternative investment fund manager, where he collaborated with Xinhua Financial Network in China and Terra Nova Trading (the world’s top direct-access brokerage) and Townsend Analytics in Chicago on investment and risk management analytics in direct access trading for clients in North Asia and America. When he was a financial engineering professor at NTU, Singapore, he collaborated with Man Group plc and India’s Supercomputing Center, C-DAC in Pune, to data-mine the global financial markets with a focus on risk management, with financial support from the S’pore Government, Man Group plc., and SAS Institute. He was also the Deputy Director of the Center for Financial Engineering at S’pore’s Nanyang Technological University as well as the MSc (Financial Engineering) programme, in collaboration with Carnegie Mellon University in Pittsburgh.

He received his PhD in Mathematical Simulation & Data Mining from NUS, Singapore in 1992 under the co-supervision of Nagoya University, Japan. He did his post-doctorate work in the US and Japan with MSI (Caltech, Boston) and Teijin/MSI (Tokyo) in data-mining and published over 70 papers in international journals and conference proceedings. He has also given talks on technology in education, materials science, AI, financial engineering and risk management to academics, bankers and regulators in the US, Canada, Japan, Australia, India, New Zealand, London, Hong Kong, China, Thailand, Malaysia, Indonesia and Singapore. Finally, he is writing two guide books, one on “Stress Testing in Credit Risk Management” and the other on “The Bank Card Business – from Lending to Risk Management” for the Asian market.

Albert Kong is responsible for developing and maintaining a practicable Business Continuity Program for the Asian branches of Bayerische Hypo- und Vereinsbank AG. He was instrumental in spearheading a complete revamp of the Bank’s Business Continuity Program by adopting the formal approaches and guidelines as espoused by DRI.

In addition to the above duties, Albert is also responsible for supporting the Bank’s Asian operational units in standardization of applicable pan-Asian workflows and processes. In particular, he is in-charge of formulating and directing the New Product Process – a key process mandated by regulatory authorities to ensure due diligence is conducted, on all aspects of risks, before a New Product is to be introduced in the Bank.

Albert has also managed several major projects for the Bank over the past years. Of special mention, he was seconded to the Bank’s Tokyo subsidiary for 9 months as project manager responsible for preparing & ensuring operational, legal & compliance readiness of the subsidiary.

Prior to his functions in Business Continuity Planning and Project & Process Management, Albert has extensive financial experience, particularly in Treasury dealing and management. He has close to 10 years of trading experience. He was Head of the Money Market/Interest Rate function of two European banks over a span of 5 years, responsible for managing the Banks’ liquidity & funding requirements and developing profitable yield curve strategies to maximize returns on the Banks’ assets.


Mr Desmond Low,

Desmond joined SingTel in 2003 as a Product Manager. He has since built up EXPAN’s DR offering from a basic work area recovery to a comprehensive suite of services, spanning from cold/hot sites to SAN storage and remote data replication and storage.

He has more than 5 years experience in network security and business continuity industry and is a rising figure in the BCDR industry. Promoting and championing the implementation of BCDR principles and strategies to internal and external customers.

Prior to SingTel, he was in distribution in charge of the evaluation and introduction of new network security product in Singapore and around the region.

Desmond has a Diploma in Electronic Engineering and a Bachelors of Science (Business Administration) from Boston University. He is also a certified ABCP (DRI).


Ms Irene Lye,

Irene is responsible to put tin place the organization's Business Continuity Managment Program. As the company's overall Business Continuity Planner, she works across the various departmental units to coordinate risk assessments and impact analysis. Norman McElhenny is part of JPMorgan’s global Resiliency Risk Management group, responsible for Asia and based in Tokyo.

Norman has spent the last 10 years in Asia working in investment banking covering Technology, Special projects (EMU & Y2K) and Business Continuity / Crisis management. Prior to working in Asia Norman worked in both London and New York.

During the last 3 years Norman has helped commission and fit out the Morgan Stanley recovery site (both people and Data center) in Tokyo. Participated in and lead recovery exercises across Asia for JPMorgan. Participated in the drafting and rolling out of new Resiliency Risk management policies and standards post JPMorgan / Bank One merger.

At JPMorgan, Norman heads up a team that ensure the resiliency of JPMorgan’s critical business across Asia and acts as consultants and specialist advisors to the business on matters relating to Business continuity and Crisis Management.

Norman is a Certified Business Continuity Professional, with a degree in Computer Science equivalent to a bachelor’s degree with a major in Computer Information Systems.

With almost 20 years experience, Ms More is a seasoned professional, having worked in several industries (finance, manufacturing, distribution, services and government). She has assumed responsibilities in Business Continuity Management, Security Management, Management Consulting, Risk Management and Project Management.

Dr Andrew T H Tan was educated in Singapore, Cambridge and Sydney. He started his career with Singapore Airlines and then joined the Administrative Service in the Singapore Foreign Ministry. He later resigned to pursue an academic career in Australia. In 1999, he returned to Singapore and joined the Institute of Defence and Strategic Studies as a security analyst. He has become a well-known expert on Southeast Asian security, and today advises a number of governments on regional security issues, especially on terrorism. He is a sought-after speaker in many major international conferences, and has given hundreds of press interviews in the international media. He is a prolific author who has established an international reputation through his research work, which has appeared in many leading academic journals in security studies, including the world’s top terrorism journals. He has written or edited six books since 2000. His recent sole-authored book, Security Perspectives of the Malay Archipelago: Security Linkages in the Second Front in the War on Terrorism, published by Edward Elgar, UK, has been described by Professor Stephen Walt, Dean of Harvard’s JFK School as ‘a major contribution to our understanding of regional security,’ and Rohan Gunaratna, author of Inside Al Qaeda as a ‘must read for those concerned with the future of Southeast Asia’. Another of his recent books is a definitive guide to the region, entitled: A Political and Economic Dictionary of South-East Asia, published by Europa - Taylor and Francis, UK. He is currently leading a team of 25 leading academics and the best emerging regional scholars in the writing of the reference Handbook on Terrorism and Insurgency in Southeast Asia. He is also the general editor of the forthcoming book, The Politics of Terrorism, which he is co-authoring with seven of America’s leading terrorism experts, and is expected to become one of the standard references on the subject of global terrorism.

Siti Baizura Yunus has 9 years experience in Business Continuity Planning in the Telecommunication Industry. She has been with Maxis since 1996 and currently heads BCIM in Maxis. She is instrumental in driving and is responsible for the establishment and coordination of Maxis’ business continuity program. This includes disaster recovery planning, contingency planning and crisis management. She has established the Maxis BCP team and together they have developed and strategies, implement, monitor, test and maintain the BCP initiatives within Maxis. She also developed Maxis’ BCP guidelines for easy reference of the team members.

She presented papers in conferences on topics related to Business Continuity Management. Always abreast of advances in business continuity and risk management area, she is an active member of Malaysia Association of Risk & Insurance Management (MARIM).

Prior to joining Maxis, Baizura has had 10 years experience managing insurance for several public listed companies namely PROTON and Linkedua Malaysia Berhad (A subsidiary of UEM). Baizura is also an Associate of the Chartered Insurance Institute (UK) and Associate of the Malaysian Insurance Institute. Baizura passed the CBCP examination in Kuala Lumpur and currently in the process of preparing to apply for certification as business continuity professional.
